Please find attached for your information a summary of the Institute for Fiscal Studies (IFS) analysis of the overall impact benefit and tax changes will have between now and 2015. The IFS challenges the Chancellor’s view that the Budget is progressive, arguing that instead it is regressive. It is useful as an initial indication of how groups and households are most likely to be affected by changes to the tax and benefits system.
